This 1.5ft cable is a power injector for HDMI lines, not a signal converter. It does not convert HDMI to USB or change the video format in any way. Its only function is to supply extra 5V power to the HDMI connection using a USB port as the power source.
HDMI connectors are designed to output at least 50mA of current on their embedded 5V line to power connected accessories. In practice, some source devices – such as USB-C to HDMI adapters – cannot supply enough current, or the voltage drops once a connected device starts drawing power.
